One should consider the high speed needle valve position a random happenstance and do not depend upon a factory setting to save your engine's bacon, right out of the box. Close the needle valve completely, but softly, and then open to two and a half to three full turns. Better too rich than too lean. I haven't found the low speed needle worth messing with during the first couple of starting tries. They are usually close enough to run, if not run perfectly, on the low end.
