This has been covered in gross detail on these pages. You should be able to search and find the threads. FAA has given their preliminary report. Th RC pilot took a blame hit. There was a lot of blame to go around. I do not expect this particular event is going to influence the proposed rule making to come from the FAA, but we will not know until it comes out. At the very least, we should learn how not to do it from this video.
