I am not sure what you mean by "will not spool up." do you mean it starts to spool up but sputters and dies? Or do you mean the engine just shuts off.
If it is the first scenario, take the spool time up to six seconds and see if that fixes the problem, if so, begin lower the spool time from six seconds back towards three, a half second at a time, until it doesn't run again. As Density Altitude increases, the amount of O2 per given area decreases and the engine can not spool as fast. We can not run a three second spool up time here in Las Vegas in the summer. I think my personal engine is set to 5 or 6.
If it is the second scenario, it may be a failing fuel pump.
