That sounds like a Chuck Cunningham article. He wrote the same article half a dozen times. Pretty basic stuff from the 60's or 70's. His numbers were something like:

a wing with an aspect ratio of 5 or 6 to 1

Ailerons about 6% of the wing area

Fuselage length about 75% of the wingspan

Horizontal tail of 22-25% of the wing
Elevator about 20% of the horizontal

Vertical tail about a third the area of the horizontal
Rudder about 30% of the vertical

Balance at about 25%
Also, about 2-2.5 wing chords from trailing edge of wing to leading edge of horizontal stabilizer when AR is 5-6, and about .75 wing chord from leading edge of wing to firewall...engine/motor mounts forward of that.....OR 1-1.25 wing chords from leading edge of wing to face of propeller driver. Take your choice.

Ailerons can be a large as 15% of total wing area on sport models. 3D-type models have all bets off.
