I think your problem is with the type of interface that you are trying to build. This interface is the parallel port interface, and as far as I know, it will only work correct under Win95 or Win98.

For WinME, you will need the Serial PIC Interface, Joystick Interface, or one of the new USB interfaces.

Have a look on my web for the different type of interfaces. The page include Serial PIC and Joystick interfaces, but you will have to be able to program a micro controller chip before the circuit will work.

Alternatively, there are several links to ready made interfaces as well.
