As an alternative I have often set up flaps using a three position switch with the middle position as the intrail position and flaps down with the switch down to a predetermined degree depending on what you are wanting the down flaps to accomplish and the up position to reflex the flaps up above in trail.

This to act as spoilers if you will. The glider folks call this full camber control.
