Yes there is a thin layer of ply, but when you tighten the screws,the ply will break. Nitro included the dowels based on my build thread. Drill and countersink for the hold-down bolts. As an option, you can see that I cut two teardrop holes in the cowl for additional venting and painted 1/64 ply tear-drops around the hold-down holes).
