From what I understand, it was mostly due to the primers they were using at the time. Japan was pretty much cut off from alot of materials needed to support their war. Remember, the lack of natural resources was the main drive behind Japans war effort. It didn't want to be dependent on any other country for oil and such, so they want to war to make it theirs.
