You would need something along the lines of a Keithley Instruments nano voltmeter to get good readings.
At that point you have to be taking measurements in a controlled environment lab to get any good solid data.

The only way I know of to keep tabs on a packs condition is how fast it drop off with a give load.
As the pack gets older the curve becomes more of a slope, much along the lines of a laptop battery...
