I use Bondo brand laquer primer which is readily available at ACE Hardware for $5 a can. It's a relatively good filler primer and sands beautifully. Comes in white, gray, black, and rust colors as well.

@Tom - Regarding burning rivets I always burn mine into a base coat of paint rather than primer. The paint gets much harder and takes the rivets much better in my opinion.
