I am afraid your problem is not a laptop (mine runs just fine on Dell Inspiron 7200), but the operating system. Windows 2000/NT was developed as a "business" line (contrary to Windows 98 or ME [:'(] ), thus most of the "goodies" to support smooth gaming was disabled/removed from there. Microsoft did reversed course in XP - both home edition and Pro are good supporting with multimedia/graphics.

Also, check Toshiba's site for latest updates - specifically BIOS and Video Drivers. Also I agree with Gunner - if you can add more resources (memory, video memory) to your laptop it can't hurt.
