That is one of life's very unhappy experiences. You should be able to get it loose with patience by dribbling some acetone into the tube from both ends and working it slowly. Not fun to do. Then put some thin lube oil into the tube.

BTW the part is called the aileron torque wire and bearing tube. Next time put some grease around the ends of the tube to keep the glue out. Good luck.
