The Top Flite Cessna 182 has only been made in one version. There are no other versions. It's been unchanged since the kit was introduced. The wing struts are cosmetic, and you can install them or not. It will not affect the integrity of the model.
During construction, the flaps may be made operational or not. It's up to the builder. Most builders choose to make them operational. If the wing was properly-built, it may not be a difficult task at all to make the flaps operational if the were not so in the first place. As Ken mentioned, it's all determined by your skill level.
