Best way I would think to do what I am guessing you are talking about is to paint the area of the wheel you want (BVM) then put a fine grade sandpaper on a plate the exact dimension of the metal. Then put the wheel on a drill press ad slowly, with plenty of water, start sanding overspray back down to bare metal while leaving the painted bvm still on the wheel.
