Im putting a Kingcat together, and I just got to the wheels. check out the new rims! had not seen this before. I have got to figure a way to paint these to make it pop.

The easiest way to paint would be to use an "etching" primer , and than some spray on krylon ( the kind meant for outdoor use) ... you can also use zinccromate to prime/etch these before paint also ... with a good base, the paint will be solid. I painted the rims on my U-Flash and it was pretty durable.
best way would be to have them powder coated, but you would have to get that done by someone who has a system set up ..

Best way I would think to do what I am guessing you are talking about is to paint the area of the wheel you want (BVM) then put a fine grade sandpaper on a plate the exact dimension of the metal. Then put the wheel on a drill press ad slowly, with plenty of water, start sanding overspray back down to bare metal while leaving the painted bvm still on the wheel.

not to take it off topic, lol .. well, there are painted wheels ... lol ,, but yea, its a Chip job. He is working with us now at All-Scale Models .. got some new ones coming out soon . Just have to keep him from breathing too many fumes !

that's exactly what i want to do. ill give it a try.

You could get the wheels waxed on the area not to be coloured, and then have the lettering anodised in what ever colour suits you!
It's a lot more durable than paint! Although you would have to do this with the tyres off (not such an easy job on BVM wheels)!
Wax mask and anodising is quite common now days!
