Should the flywheel be able to spin without the engine shaft turning? My flywheel doesn't seem to be on tight enough I don't think because it can spin freely without the shaft turning. Unless its supposed to be able to.

WHen i turn the engine shaft the flywheel will spin. When I spin the flywheel it just spins freely and doesn't turn over the engine.
