The 'bad cell count' could be an indication of a bad connector or connection with the balance leads. It does sound like the packs may be mislabeled. Contact HK services, there have been a few reports of the wrong labels on packs. I bought 3 small packs for a foamy this spring and one of them was the wrong size. Label was wrong. They fixed the problem.
