Ken, I had the same thing happen to one of my packs (Zippy Compact 25C-5000) I gently broke it in at 1/4 trottle for 7 minutes and I got the same thing( The out of the box capacity was 24% and the other were 50% or above). I am using them as practice packs anyway and for now local contest packs. The other 4 packs are still doing fine and the Ohm's are still low after 30 flights 1.8 low to 3.1 on the high and thats consistent with all the packs. I have worked a few of them very hard testing and setting up ESC lately.
