OK, I'd say you're looking for a 1/10 short course 4x4 or monster truck, or a 1/8 scale 4WD buggy, truggy, truck or monster truck.
$400 is a decent budget, but you're probably looking at RTR is you want brushless & battery within that price. It will get you an OFNA TS4 RTR, a couple batteries and a charger:
