Do yourself a favor. If that is a conventional bung stopper type tank then RTV will never be effective once the stopper is that old and dryed. Replace the tank - and - replace it with a Hayes which utilizes a hard plug and O ring. They will undergo countless more openings that a large expansion plug and are far faster to set up even more reliable and no more expensive.
