The wind blows all the time here. Your right to an extent, the bigger the better. It's actually the higher the wing loading the better. My 1/4 scale Suhkio dosn't mind the wind.
My buddy's 1/4 scale Cub is grounded at 10 knots. My suggestion for a less exspensive model? I flew a .60size Ultra Sport from Great Planes for years. With a ST.75 for power.
The wind didn't bother it. I flew at several times in a 30-40 mph wind. It was a handfull but was controlable. Later David
