Could you please explain your meaning of this statement. No one have seen the 1/5 f16 fin / rudder setup yet.
I would suggest you check installation again. Also check the plastic hinges. Did you make support for hinges - or is it glued with no support. The complete pin hinge must be glued into wood - only hinge should be gap between rudder post and fin trailing edge.
The 1/5 f16 uses wire hinges like f14 , avanti....

I may have jumped to conclusion, but the 1/5 scale are "out" on YouTube! Showing mounting of wings and fins!
And yes I swapt the pin-hinges with real good quality robart pin-hinges. Even add two more! In total 5 on my rudder!
And yes, I had to build up alot with plywood(real plywood, not bananabox wood! Made a soilid suport with plywood and hysol all the way in full lenght of rudder and fin!
The flutter was brutalt! The whole aft airplane was twisting!
