This is going to sound weird, but it's worked for 2 of my HL Tx: open battery bay, and the plastic dividers in the middle of the bay that splits the row of batteries? Take a pair of pliers to them and twist them off. As much of the plastic off as you can. Then put the batteries back and try again. There's some very old posts in other forums that mention this problem on the HL: for some reason those plastic dividers prevent the batteries from having good enough contact with each other and the Tx itself.
