They are Federal Standard numbers. Testors markets paints that claim to match the FS colors, they are not unique Testors numbers.

You can get a reference color chip or fan deck and then the paint supplier can match it. Or buy the testors paint and send it to them. Or paint up some cards with the testors and send it to them so they can color match it.
