Hobbsy, thank you for the attention, I have solved my problem. This was a used engine and the plastic arm had been drilled out, it appears numerous times. It split and would not stay on the throttle rod. Pulled cowl this morning and removed the throttle arm. I have a new Super Tiger arm and it will work perfect. I appreciate your attention, I do not believe the metal Saito arm can be purchased any more
