Default Robart hinge point installation - angled - help sought

I am building an AMR Trainer 26 and I'm looking for help with the installation of the Robart hinge points. This design is hinged on top with points angling into hinge blocks. Here's a photo from the manual.

There's a lot of Robart hinge installation help online but very little for this configuration. Here are my questions:

1. What angle should I be drilling at?
2. Should I be drilling into the corner formed at the joint of horizontal and vertical surfaces?
3. How do I keep the drilling angles consistent from one hole to the next?

At this point I'm thinking of two jigs (one for the wing and one for the ailerons) with a brass tube inset at the correct drilling angle. Other ideas or advice are welcome.
