No,Ive never had that issue,because I run my weedeaters upside down when I edge the grass,therefore,these
engines will run upside down,even the tank.

You might need to open up the needles alittle to get the fuel flow through the carb,If the buggy is used,then see if the
tank filter is dirty.

You can also see if you can get some fuel flow by running half choke on carb.If you can,then that can mean 3 problems.
1. clogged fuel filter or bad air leak in primer bulb or fuel line.carb screws maybe loose.
2.dried up diaphram in carb.
3.needles are closed too much.
Another,maybe bad air ventilatation from tank,try starting the engine with the gas cap off or cracked open...
