Tough question to answer as posted.
Do you have any model building or RC experience? When you say build from a kit, are you looking for a full balsa build, or are you looking to assemble something that is already has major components like wings and fuselage built up and covered? There are "kits" that include all of the electrical components (i.e.; radio transmitter, receiver, servos, etc.), but these are typically a foam based Almost Ready to Fly (ARF) where you are assembling rather than building from the ground up. I have never seen a kit that you build up from balsa parts that has all the components, but perhaps you could find a package deal somewhere.
Also, you mention Biplane. If you have no RC light experience, I would suggest starting with a high wing trainer first. Your best bet is always to find someone who can help you get started in person (typically at a local club).
