I dont know what the actual HP is but I am sure that it will be a weak engine compared to any other of the same size.
Put a prop on it and bench test it. I wouls start with a 22x10 prop and work your way up from there if possible. I suspect you will need to put kits in those carbs and I would also replace the Ignition with an Rcexl or CH for reliability.
