It has some resemblance to a Ukrainian RIRE Fora 09 Diesel that I own. I'm guessing that it's rear exhaust and has a drum valve, it's a bit hard to make out detail in the pics..

I'll guess it it's a Fora 020-049 variant even though I've never even seen a pic of one. .There was a glow Fora 020 with r/c throttle and front induction though.
