I believe a staked bolt is one where the thread is purposely deformed to stop it self-extracting. I always thought this was done to a thread that extends beyond the nut. With the intention that you will NEVER have to remove the bolt, which seems applicable here unless you are planning to overhaul a carb all the way to the choke butterfly and throttle butterfly.
