If you do indeed have a messed up receiver, then yeah, you won't be able to set-up the ESC's throttle. I sometimes had to try binding my Tx/Rx a couple of times because of the broken English translation going on in the instructions. Normally you would have the power turned off to the ESC, and hold a "set-up" button while you turn the power on to your RC. This is normally (not always) the way to get into an ESC's "set-up" mode. But since your receiver loses bind every time you turn the power off to your receiver...it's a lost cause I guess.
