Yes and no. If the rotation rate is only about 360deg/sec and you go into it at about 80km/hr then the 1/2span section outwards would be seeing about 8+ degrees angle of attack, the tip would be seeing about 16 deg. Throw in some minor pitching and you've probably got about an outer 1/3rd of the wing panel "stalled".

I do believe though that loading up the wing before commencing the rotation should be required, because the increase in roll rate should come from the imbalance of lift (stalled panel vs unstalled panel) not from increased aileron throw..

I also believe snap rolls have no place in pattern whatsoever....but....
