Sad that no one replied.From the date of your messages it looks that you asking two months now.
I dont own the Tomahawk F-86 but here are some tips.

Generally in a hollow surface , i use scrap foam , or pieces of sponge to stuff and create a smaller space but bigger than the hole.
I try to sand gently the bottom i see thru the hole and if possible the walls around and under the hole.
I fill it with hysol and place the horn.

The best thing is to upload for us some photos of the flap it self .
-Photo of your hardwear you have.
-Top view photo (underwing) of the flap in the wing in open and in closed position.
-Top view photo (uperwing) of the flap in the wing in open and in closed position.
-Not close up photos so we can get an idea.
