Use two OSA5 plugs. Full length header, Mintor pipe. I use 15% Cool Power. My 140 ran awesome right from the start. If you particular motor does not want to throttle up, then take the slow break-in approach outlined by Doug. Mine was running so well by the end of the second tank, that further ground running just seemed pointless. Start with the high speed needle two turns out.
