I observed this on mine as well with 3.2. The easiest thing is to turn on the TX with your throttle all the way up. You'll get a warning and see a "RF OFF" box in the lower right hand corner of the display.

Tap that

Then go into SYSTEM->RANGE CHECK and it will work.
