I use zap goo. Comes in a tube, smells really nasty, but it makes stowage stick to the tank and I've never had a piece fall off, but when I want to remove it slow steady pressure will pull it off the tank and any slight residue left over is easily removed and I still haven't harmed the paint on anything that I've had to remove a piece from. A Google search for zap goo should bring it up, comes in a black and white tube kind of like toothpaste.
