How to extract max power [without a pipe]..?
What are we trying to do...?
Deadlift the model's weight in a vertical drag race / 3D Hoverfest...?
or
Go as fast as possible...?
Free up as much internal friction inside the engine without making it too loose.
Improve the engine's ability to pump more air at the highest rpm the parts can handle before self destruction. . Open Exhaust 049 engines like the Cyclon Combat Special can be copied since they are very close to ideal.
A "stuffer back plate" for a TD would be an engineering feat. A bigger hole in the crank might help. Figure that Mr Cox tried everything already, but he wanted to mass produce an engine that didn't need to run on a bladder.
Work propeller design in any direction that produces more speed.,...if your "magic prop" makes the plane go faster you are now extracting more power from the engine.

BTW...I need someone to make me a TD back plate mount.!
