My rules of thumb are based on getting slower flow, lower pressure, and less chance of cavitation prior to the pump inlet. I keep the vent size big and I step down the ID size to connect to the pump at the pump inlet. I think it is less stress on the pump resulting in lower pump PW. After that it's up to smarter guys than me for the pump design and flow to the turbine. Been working well for me many years.
