Disconnect your fuel line from the carb. Look down in the barrel of the carb and open it up a little to its approximate idle position. Once done, attach a separate piece of fuel tubing to the carb. Now blow into the tube and at the same time, open your low end until you here a hissing noise. This will set your low end in the ballpark area. Sounds to me like its closed to much.
