Don't know the flight characteristics of that particular plane, but the fact (as David pointed out) that it has 3 channels limits it's potential. Other than that, it might not be a bad choice if you're funds are limited, and you don't have an RC club close by.
Be prepared to crash it, and fix it quite a few times before you get in a 30 second flight though. Buy some epoxy, because it's the best stuff to use for foam. (That whole plane is most likely made from thin foam.)
Cirrus makes decent enough equipment, but it's NOT a name brand transmitter/receiver. It will be transferrable to another plane though.
Spend a bunch of time reading the beginners posts here, and asking questions, before you buy anything.
One more thing, Wattage makes okay stuff, so....
