Default ROO II Question

On the composite arf model the elevons and rudders are pre hinged. When you go to move them towards the hinge side...they work fine, But when you move them away from the hing they bind on the other side of the surface.

My question is. Should the not hinged side of the moving surface go above or below its other side. Take for instance the elevons.....i do believe that they are hing on the bottom side of the wing. When you move the surface down....it deflects fine. When you move the surface up it hits the trailing edge of the wing. Should the topside of the elevon go on top of the wing when deflected or should it go below the top of the wing when deflected. I am attaching a pic to better help explain myself
