Hatori headers "appear" to be chrome, and the finish is hard, but I'm not sure it's chrome. I've seen aluminum glow red when hot, but the lighting has to be dim. My garage is such a place OTOH, there are companies who make steel headers. I'm not sure who they are, but I did some custom bending on a pair of headers for a 3W twin and they were most certainly steel.
