When and where? Ask yourself about the guy that brings a high-start out to the field and needs it to drape over part of the runway.
I flew at a place in Houston where a guy would regularly come out with his gliders and high start. He'd drape it over the runway and flew with the rest of us. He was pretty considerate and would try to get a launch in when nobody else was up. But, on many occassions he's flew with other planes in the air.
