Yes, It means that the motor has a hole in the uper part of the cylinder to bleed off compression at the rpm the engine sees at start-up but at higher rpm's it has little effect but you still loose some rpm from it. I plug mine with JB weld and others tap the hole and put a screw in it. Piper
