If the plane wants to climb when you add flaps then I can think of two things: either you are lowering the flaps with too much speed or the c/g is not right. When I lower my flaps the plane doesn't even notice it. I usually lower them at midway between half and 1/4 throttle. I have a 91 Surpass on it. As you gain more confidence with the plane you will notice that you don't need flaps to land. Slow flybys are what the flaps are for.......
