It's generally agreed on that if the streamer is on the ground (or suspended in the weeds), the cut doesn't count.

However, it's still an open question as to weither a cut counts if the plane augers in, and someone cuts the streamer right as the plane hits the ground, but before the streamer settles on the ground. Personally, I think it should count, but others disagree with me on that one
