it has nothing to do with pressure, thats what the stinger is for. if you dont believe me get a pipe that you can adjust the length and run it out all the way then in all the way. you will see a varyation in the powerband. the powerband is a result of the pipe shape, and has little to do with amount of pressure, although less backpressure will result in less low end.
