Just simply turning the engine over doesnt mean it will start unless you turn it over fast enough. Your drill might not be making enough rpm under the engines load. Once you removed the plug and then turned it over using the drill it was able to unload and turn a high rpm to get it to spark. Just an idea but you might be able to hand prop it but as always be careful no matter how you start the engine.
