Take a look at the Flair kit AS K8 1/4 scale. This kit has built up wings and fuse. The instructions are quite good, many pictorials and very clear. Well thought out kit. I also know it flys well. I saw it fly at the Woodcrafters Soar-in 2003. It has ailerons, spoiler, rudder, stab and aerotow release. Most all hardware is included. It is in the price range you are looking for a little over $300.
